Andover approves lease financing for fire engine and accepts KDOT grant for traffic‑signal safety tech

Finance staff reported they received five bids and selected Clayton Holdings’ non‑taxable option at 3.85% for a financing amount of $1,018,000. The city budgeted $125,000 toward the purchase; the truck’s purchase price was described as just under $1,143,000 and the financing covers the balance.
Director of Finance (Matt) told council the arrangement will result in annual payments budgeted for the next 10 years and that the escrow arrangement allows funds to be held until the truck is delivered. Council voted to award the financing, adopt the enabling ordinance and approve the lease/escrow agreement; recorded motions carried as shown in the meeting record.
Separately, Public Works Director Rick Landes described a Kansas Department of Transportation Innovative Technology grant to install RSU (Roadside Unit) devices that can detect approaching emergency vehicles by GPS and change signals to improve response times and responder safety. The project is estimated at about $425,000 with KDOT funding $320,000; the city’s share is $105,000 (fire department $30,000 and street improvement fund $75,000). Council authorized acceptance of the grant and authorized the mayor to sign the acceptance agreement; the motion carried unanimously.
The fire engine financing and KDOT grant actions position the city to take delivery of the vehicle and to begin RSU installation at selected intersections, pending final contracting and implementation scheduling.
