The Andover City Council unanimously approved supplemental engineering agreements with PEC and a related construction change order that will add residential subdivision work for Vista Ridge to the Yorktown Parkway project.
Les Mangas, director of community development, told the council the supplements allow inspection and administration for the Vista Ridge first and second editions to be handled under the Yorktown Parkway contract. "This allows these subdivisions to roll right into construction as quickly as they can get the materials to do the work," Mangas said, adding the approach avoids rebidding and the typical six- to eight-week rebonding process.
Council approved supplemental engineering agreement number 6 (Vista Ridge second edition) and number 7 (Vista Ridge first edition) with PEC by unanimous voice vote. The agreements are petition projects and Mangas said the costs will be charged to the eventual lot owners in the subdivisions; staff characterized the pricing as an extension of unit costs from the earlier Yorktown Parkway bid, yielding a modest automatic savings.
Council also approved change order number 11 for the Yorktown Parkway project with Pearson Construction, in the amount of $2,916,201.70, to add the Vista Ridge first- and second-edition public improvements. The motion passed on a unanimous voice vote.
What's next: With the supplemental agreements and change order approved, staff said contractors can begin work more quickly; Mangas said a sanitary sewer, water and storm contractor indicated readiness to be on the job in December. Staff will proceed with project administration under the PEC supplement and return any required reports to council.
