Authority counsel reported out of closed session that "The board gave authorization to negotiate and finalize, a term sheet, regarding financing for the development of, that property, but no other reportable action was taken." The counsel identified John Raymond, the authority executive director, as the negotiator to receive direction.

The closed session was authorized under Government Code section 54956.8 for real property negotiations with the property owner identified in the record as the Carson Goose owner. The authority did not disclose further terms of the negotiations in open session.
