Tim Beaman, assistant director of public works, told the Public Works and Transportation Committee that staff recommends the City Council authorize the purchasing agent to amend five blanket purchase orders (BPOs) through June 30, 2026, to raise not-to-exceed limits for routine public-works purchases.
The committee’s recommendation covers five vendors: Applied Industrial Technologies (add $80,000 to a new NTE of $300,000 for industrial supplies and pumps), Daniels Tire Service Inc. (add $80,000 to a new NTE of $300,000 for tires), Granger Inc. (add $230,000 to a new NTE of $450,000 for safety and industrial equipment, maintenance supplies, tools and parts), Home Depot USA Inc. (add $80,000 to a new NTE of $300,000 for hardware, tools and construction materials) and Ventura County Auto Supply (NAPA) (add $30,000 to a new NTE of $250,000 for garage tools and fleet maintenance supplies).
Beaman said the BPOs are intended to cover repetitive needs, save administrative time and capture quantity discounts. “These BPOs were issued by using a cooperative agreement,” he said, describing that process as a way for public agencies to rely on an awarded contract rather than rebidding each year. He added that funding for purchases will come from available funds in departments’ operating budgets and that “sufficient appropriations are included in the City Council–approved fiscal year 2025–26 operating budgets.”
According to Beaman, the amendments are particularly relevant near the end of the fiscal year, when departments risk exceeding current NTEs; without amended BPOs or an alternate vendor that has not yet met the NTE, operational services could be delayed until new purchase orders are in place the following fiscal year. The committee recommended Council approval; no vote or Council decision appears in the transcript.
If approved by Council, the action would allow the purchasing agent to execute the amended BPOs through June 30, 2026, using cooperative agreements consistent with the City’s purchasing requirements.
