District updates on capital projects; new high school development commission meeting delayed to Nov. 19

Tom Mullins, director of capital projects, told the board that nearly all 2018 levy projects are complete or substantially complete and outlined ongoing work under the 2022 levy to cover critical repairs through the levy cycle ending in 2026.
Mullins said the district applied for an OSPI indoor air quality grant to fund retro‑commissioning at Skyline and Liberty high schools; "that 1 would be a 100%" grant with no local match required if awarded, he said. OSPI was reviewing applications and the district expected to hear by the end of the month.
On the new high school, Mullins said the first development commission meeting was rescheduled from Nov. 5 to Nov. 19 to allow more time to prepare the staff report and the commission. He said the district remained on track for a construction start target of March 1 and an opening date of Aug. 27, and that the delay of a few days in some schedules would not affect the overall project timeline.
Board members asked whether design reviews had required substantive changes (Mullins said no substantive design changes were required) and whether the development commission could make a final recommendation (Mullins said the commission issues a recommendation for approval that is final).
