Walnut Creek adopts 2025 California Building Standards Code with amendments, ratifies county fire ordinances

Walnut Creek’s City Council ratified two Contra Costa County Fire Protection District ordinances and adopted a local ordinance to bring the city’s code into alignment with the 2025 California Building Standards Code.
Frank Hong, the city’s chief building official, told the council the adoption includes three structural amendments and six floodplain amendments that are substantially the same as those currently in effect; he said this approach meets the AB 130 requirement for cities. The ordinance also proposes an administrative change to repeal Chapter 11 of Title IX, a 1983 voluntary-energy-disclosure requirement that staff said has become unnecessary given modern real-estate practices and routine home inspections.
The council moved to ratify Fire Protection District ordinances 2025-14 and 2025-15 (adopt 2025 California Fire Code and 2025 Vehicle Code updates) and adopted the local ordinance amending the municipal code. Councilmembers had no substantive objections and the motions passed on roll call.
