The St. Joseph County Board of Commissioners on Dec. 1 approved several health-benefit contracts and renewals covering pharmacy, dental and administrative services for the 2025–26 benefit year.
Ryan Carlson of the Horton Group told commissioners the board was being asked to approve the 2025 contract with Prime Therapeutics to administer the county’s pharmacy benefits. "What we're essentially approving here is the 2025 contract for Prime Therapeutics to administer and provide pharmacy through the benefit plan," Carlson said. The board moved and approved the PBM services agreement.
Carlson also outlined dental benefit changes coordinated with county human resources: staff recommended adding a second, more affordable dental plan for 2026 to broaden offerings for employees. "So we have two plans coming in to the 2026 benefit year," Carlson said. Commissioners approved the master group policy with Health Resources to permit those two plans.
County staff additionally presented a renewal of administrative services with an entity the transcript identifies variably as "Oxyent" and later as "OxyContin." Staff characterized the change to administrative fees as modest (1.32%), noting administrative fees typically track inflation; the board approved the renewal and a related Schedule A plan-sponsor fee and commission disclosure document.
The approvals are procedural contract actions that permit the county to continue benefits administration under the new or renewed agreements; commissioners did not discuss specific premium changes for employees in detail at the meeting.
