City and tribal planning staff on Nov. 21 presented active‑transportation plans intended to connect the Eagle Mountain Casino Resort area, the sports complex and downtown Porterville, including a proposed multiuse path envisioned as roughly a three‑mile alignment requiring significant right‑of‑way acquisition.
Staff said the project concepts include sidewalks, Class I and II bike facilities and potential bus routing from the downtown transit center. The consultant’s preliminary estimate listed construction at about $6.6 million and design and construction management at about $1.4 million, for an estimated total of roughly $8.1 million. “Construction is totaling $6,600,000; design and construction management is another $1,400,000 for about an $8,100,000 project,” a staff presenter said.
Officials said the plan will seek funding through the active‑transportation program (ATP) and the Tulare County Association of Governments (TCAG), and noted that the ATP grants carry tight timelines that require prompt sign‑offs and environmental studies. Staff urged coordination to secure right of way and integrate the multiuse path with planned street improvements.
Board members and tribal representatives expressed support and asked staff to continue outreach and to coordinate design and environmental clearance work; staff said additional public outreach and environmental phases are underway and that the team will return with further details to the board and to council as required.
