The Anacortes City Council voted Dec. 1 to approve two multiyear maintenance contracts covering city facilities.
City staff (Mr. Lee) presented a not-to-exceed $400,000, three-year contract with Blythe Mechanical for regularly scheduled HVAC maintenance and on-call repair services across city facilities (2026–2028). Councilmember Walters moved to approve, and Councilmember Fantini seconded; a recorded roll-call vote showed unanimous approval and the motion carried.
Staff then presented a second not-to-exceed $400,000, three-year unit-price contract for on-call electrical repairs with VECA Electric and Technologies. Council discussed the procurement process and noted that staff received only one responsive bid for the electrical services contract; staff confirmed the solicitation was advertised using the city’s normal process. Councilmember Young moved to authorize the mayor to sign contract 26-014-FAC-001; Councilmember McDougall seconded; the motion passed on a unanimous roll-call vote.
Contract details reported in the meeting: each contract is a not-to-exceed, three-year arrangement (2026–2028) that combines set maintenance costs and hourly rates for emergent repairs; the full not-to-exceed amounts may not be reached depending on services used. Council members characterized the contract amounts as consistent with prior years’ costs.
What this means: The city secures continuity of facilities maintenance through 2028. Staff will manage usage within the not-to-exceed limits and return to council if expenditures approach contracted maxima.
