District gives updates on Percy Julian, Park Crossing and Capitol Heights construction projects

District capital‑project managers on Oct. 21 briefed the Montgomery County Board of Education on construction progress and budget variances for multiple facilities projects.
Volkert consultant Laura Penn said the Percy Julian High School project is approximately 10% complete and remains targeted for substantial completion in December 2027, with recent concrete slab pours and underground work underway. "We are currently hitting about 10% overall project complete and, still targeted for a December 2027, substantial completion date," Penn said.
Penn also reported a schedule slip at South Lawn Middle School; the new target for substantial completion and final inspection is Nov. 12. She noted completed gym floor installation and remaining items (cove base, bleachers) required before turnover.
On finances, Penn said the Park Crossing Field House project closed with a contractor credit that reduced project costs; the original project budget was $11,600,000 and current tracking is about $9,900,000, a savings of roughly $1,600,000 that the district can roll back into the CIP fund. For the Carver Ninth Grade Academy and other projects, year‑end warranty inspections and contingency scheduling were discussed.
Facilities staff reported near completion at Morning View Elementary (HVAC startup and 98% complete) and outlined roofing and HVAC projects in the pipeline (Forest Avenue, South Lawn roof replacements and Dan Danley HVAC design). The district also noted plans to advertise the Capitol Heights Middle School construction procurement in December and, pending bids, look to bring contract recommendations to the board in April 2026.
Board members asked about timelines, inspection schedules and budget implications; staff provided project-specific dates and next steps for inspections, bid openings and potential notices to proceed.
