Anacortes City Council on Dec. 1 approved multiple procurement and intergovernmental actions, including two three‑year facility service contracts, a one‑time opioid‑funding allocation and a multijurisdictional interlocal to formalize the North Star Collaborative.
Mister Lee presented two not‑to‑exceed, three‑year contracts for city facilities. The first was a $400,000 contract (26013FAC001) with Blythe Mechanical for HVAC maintenance and on‑call repairs. "This contract allows the city to utilize Blythe Mechanical for regularly scheduled maintenance as well as on‑call repair services," Mister Lee told council. Council moved, seconded and approved the contract by voice/roll call.
The second contract was a unit‑price, not‑to‑exceed $400,000 agreement (26‑014‑FAC‑001) with VEKA Electric and Technologies for on‑call electrical repairs at city facilities. Council discussed that only one bid was received for the solicitation and confirmed hourly rates reflect past costs; the council voted to approve the contract.
On funding, staff presented Resolution 31‑92 to dedicate $250,000 of the city’s unallocated opioid‑settlement funds to the Star Center. "The resolution allocates $250,000 of opioid funding to the Star Center," Miss Swetnam said. Councilmembers clarified the payment is a one‑time allocation for the Star Center start‑up and not a pledge toward other two‑year county housing commitments; the resolution passed unanimously.
Council then authorized the mayor to execute interlocal agreement 25287LEG001 formalizing the North Star Collaborative, an agreement among Skagit County and the cities of Anacortes, Mount Vernon, Sedro‑Woolley and Burlington to address homelessness and behavioral‑health challenges. The interlocal creates a leadership team of mayors plus a county commissioner and states decisionmaking by consensus; council approved the interlocal and authorized the mayor to sign.
All motions carried. The council had limited debate on the contracts themselves and more discussion on the scope and intended use of the opioid funds and the governance structure of the collaborative.
