Riverside City Council adopted a fourth-quarter supplemental appropriations ordinance and approved an ordinance authorizing issuance of notes not to exceed $6,100,000 to renew building debt.
City Manager (unnamed) told the council the supplemental ordinance contains no changes from the numbers discussed at the prior meeting. "This is the fourth-quarter supplemental and there are no changes to any of the numbers or items as discussed at the last meeting," the manager said before the council opened and closed a public hearing with no public speakers.
On the bond ordinance, the manager said the city would issue notes early next year, use the proceeds to pay off the prior year’s debt and that the adopted budget includes measures that will reduce the outstanding balance by roughly 5 percent. "The idea is that we would issue those notes early next year, use the proceeds to pay off the prior year's debt," the manager said.
Both ordinances were approved by roll-call vote. The clerk recorded affirmative votes from Mister Denning, Miss Fry, Mister Joseph, Miss Lomatch and Mayor Williams on the supplemental appropriations ordinance; the bond ordinance received the same recorded support and was declared carried.
The manager also told council the budget book for the coming year will be presented next week for adoption and will include a financial policies section compiled from existing city policies; he said that section does not introduce new policies for adoption at that time.
Next steps: The manager said a finalized draft of the Dayton source-water protection contract and the full budget book will be returned to council for formal consideration at a future meeting.
