The McLennan County Commissioners Court on Dec. 2 issued proclamations honoring two long‑serving juvenile‑services employees and adopted a county proclamation recognizing Dec. 9, 2025, as Tree of Angels Day.
Dustin read a proclamation recognizing Casey Phillips for 31 years with McLennan County juvenile probation and detention, noting his role in placement vetting, participation in biannual audits and representation of the department at local and regional levels. Casey Phillips thanked the court, saying, "Appreciate the honor. It's been a long ride. I still love what I do." The court moved, seconded and approved the proclamation by voice vote.
The court then read a proclamation honoring Curtis Hafford for 31 years of service, recording his progression from volunteer to assistant director of programs and citing his work on policy development and audits. Hafford offered brief remarks of appreciation. The court approved that proclamation by voice vote.
Separately, commissioners adopted a proclamation recognizing Dec. 9 as Tree of Angels Day in McLennan County, an event that allows families of violent‑crime victims to place an angel on a dedicated holiday tree to honor their loved ones. Shannon Barrington and other organizers invited the public to participate in the event and noted the community support available for survivors. The court approved that proclamation by voice vote.
The proclamations and the Tree of Angels proclamation will be made part of the court minutes.
