Davis fiscal commission backs Willow Grove assumptions but asks council for more study on absorption, fire-station costs and revenue sharing

The Davis Fiscal Commission on Monday reviewed the Willow Grove proposal, a planned 1,250-home, 232-acre residential community on the city's northeast edge, and told the city council and planning commission that the project's fiscal-impact assumptions are "generally reasonable" while requesting additional studies on several high-impact assumptions.
Eric Lee, the city's senior planner, asked the commission to review the fiscal-impact analysis and funding mechanisms for open-space maintenance. Matt Cota of Bay Area Economics, who prepared the analysis for the city, said the model projects 15 years of revenues and costs, uses a five-year absorption assumption for home construction, and tests three ways of allocating the cost for a potential fourth fire station.
