The Graham County Board of Supervisors recorded several routine approvals and operational votes during the meeting.

Minutes and warrants: The board approved minutes of the Nov. 17, 2025 regular meeting and work session and approved demands and handwritten warrants by voice vote.

Jail cameras: The sheriff's department asked to buy two exterior PTC cameras to improve perimeter visibility at the jail. The commander said some existing cameras were out of warranty and that a maintenance contract with the vendor APIC would have been costly (cited as about $30,000 per year). Vice Chairman David moved to approve the purchase of two replacement PTC cameras and the board approved the purchase by voice vote.

Tax matters: Treasurer Cindy Orr requested and the board approved a one-time waiver of $163.85 in interest on 2024 property taxes for Parcel 100-7520-15G after the Escobados paid off their mortgage and their mortgage company did not remit taxes. Orr cited ARS 4-218-053 as the authority allowing a one-time waiver. Orr also reported an over-the-counter tax-deed offer from Ishmael Matsala that covered required taxes, fees and foreclosure costs for parcels 103-32126 A and B; the board approved the over-the-counter tax deed for parcel 103-32126AB.

CASA desk: Mindy Young of the Superior Court asked to use state CASA grant funds to purchase an unbudgeted capital desk with hutch for the CASA coordinator; the item exceeded the county’s informal threshold once tax was added and thus qualified as capital but will be paid with state grant funds. The board approved the purchase and Young said the former desk will be repurposed for the court training coordinator.

The calendar for upcoming items includes a Plan and Zoning review in December and a board presentation in January for a county zoning ordinance related to a state 'Casita' bill requiring accessory dwelling provisions.
