The Village Board authorized a $50,791 contract with D and H Demolition to remove all structures on the Flower Source site, a step officials said is necessary before future redevelopment.
Administrator said the village had discussed seeking a Wisconsin Economic Development Corporation grant but was advised not to submit a demolition‑only grant because other project expenses may later qualify. The $50,791 contract will be funded from the $100,000 the board included in the 2025 bond issuance for Flower Source redevelopment expenses; debt service on that issuance is already on the tax rolls unless the board later takes action.
Trustees raised several contract and project‑management questions. Trustee Warren asked why the payment schedule required a large upfront payment; staff said they would seek a contract amendment so 50% would be paid upon completion of work and the remaining 50% due upon issuance of the demolition permit or another reasonable milestone. Trustee Warren also asked about asbestos/lead and well abandonment; the administrator said county reports performed earlier as part of grant work came back without issues and that a separate well‑abandonment quote of roughly $3,000 had been collected and could be added or self‑performed by public works.
Village Attorney observed that demolition and site‑preparation costs are typically eligible as Tax Increment District (TID) project costs if they are made in anticipation of redevelopment and properly documented. Staff said they are tracking all related expenses so they can be included in a project plan if the board chooses to form a TID.
The board approved the contract by roll call and the meeting then adjourned. Staff said they will follow up on contract schedule language and confirm hazardous‑materials and well‑abandonment plans before work begins.
