City staff told the board Dec. 1 that Main Street work is wrapping up and presented a separate All Star proposal to address a problematic deep gutter and stormwater issues on the north/west side of Vine Street. The $60,412.98 package includes engineering, storm sewer improvements, curb and apron work, downspout adjustments and additional drainage work intended to improve safety, stormwater handling and parking availability.
Staff said crews have replaced the obstructing sewer run and installed storm sewer piping; the remaining work is finishing curbs, aprons and final details. Given winter weather, staff estimated two to three weeks to complete the Vine Street elements and said crews would use blankets and weather‑delay techniques as needed.
A board member noted the timing with upcoming Christmas events and neighborhood activity; staff said contractors have worked extended hours to keep ahead of schedule. The board approved the All Star contract by voice vote.
