Grand Haven City Council on Dec. 1 approved a resolution to submit a predevelopment accelerator grant application to the Michigan Infrastructure Office for up to $50,000 to support pre‑development work on Grant Street (Beacon to Beech Tree).
Staff described structural problems beneath Grant Street: an undersized 4‑inch water main, failing joints that allow sand infiltration and an aging 1940s clay sewer with root intrusion. The grant would cover pre‑engineering and preliminary work to scope reconstruction; staff said the program is "up to $50,000" and does not require a local match if awarded.
Council heard there is a broader multi‑year capital plan that includes Grant Street toward later years of the city’s six‑year capital improvement program; staff asked that council approve applying for funding to begin predevelopment work sooner if the grant is awarded.
Council approved the resolution on a motion by Fritz, second by Lyon with a unanimous roll‑call vote (Dora, Fritz, Calio, Lyon, Maneta). Staff said Avon Marsh and municipal partners helped identify the opportunity and that the grant could also cover fees associated with partnering engineering work if awarded.
Council members praised the effort to seek grant funds to reduce local capital burdens and asked staff to move quickly on the application deadline. The administration indicated it would return with project cost estimates should the grant progress to a funded stage.
