Commission backs CDBG application for Plaza Veracruz access, building upgrades

Santa Barbara — The Parks and Recreation Commission on Wednesday endorsed staff’s request to seek Community Development Block Grant (CDBG) funding for a Plaza Veracruz Access and Building Exterior Improvements project that would add an accessible Cota Street entry, a new patio, landscaping and exterior upgrades to a community building.

Rose Navarres, administrative analyst for the department, presented the scope and budget. The packet lists a total project cost of $332,342 and a requested CDBG contribution of $245,506; Navarres and staff said the remainder would come from matching funds. Navarres said the project would replace outdated playground surfacing and an old shade structure, add an accessible entry and patio area, and improve energy performance with LED lighting, insulation and HVAC upgrades. The building, formerly used as a Head Start site, would be renovated to expand community programming and ADA access.

Commissioners asked about playground replacement, eligibility constraints tied to census‑block income maps, cost-estimate methods and contingency plans if the federal grant is not awarded. Director Zachary (staff) and Navarres said the department has prioritized the site and would pursue city capital funds or other sources if the CDBG award did not materialize.

Motion and outcome Chair McGill moved and Commissioner Price seconded support for submitting the CDBG application. The commission approved the motion.

What happens next Staff will submit the CDBG application in the upcoming cycle and, if awarded, will return to the commission with implementation details. Projects awarded CDBG funds typically begin construction within the grant-year schedule; staff noted these grants require projects to be ready to bid and complete construction within the program timeline.
