The Newberg City Council on Dec. 1 voted to inform Yamhill County commissioners that the city is not in favor of any county-level transient lodging tax (TLT) overlay on properties within Newberg.
Staff presented an analysis of a proposed county overlay, noting that without clear survey data of hoteliers or a defined revenue-use plan the overlay could unfairly burden municipal hoteliers while exempting unincorporated areas where some short-term rentals are restricted. "Our staff opinion is that our council should not be supportive of this unless some of those underlying aspects are examined more clearly," City Manager Will said.
Councilors debated whether taking an early position was premature. Some members urged more local outreach and data collection; others expressed a firm view that the county should not impose additional taxes on city businesses. Mayor Rosacker moved that the city express opposition to any overlay on city properties; the motion was seconded and carried after a roll-call vote. Two councilors abstained, citing insufficient data to make an informed statement.
Practical effect: the council’s resolution is an advisory communication to county commissioners, not a county decision. Councilors noted the county may proceed with proposals on its own timetable; the council’s action is intended to communicate local municipal opposition to an overlay that would directly affect Newberg hoteliers and short-term-rental operators.
Next steps: staff said they will forward the council’s position to county commissioners, and some councilors said they would continue local outreach to hotel operators for more detailed feedback.
