MCOG board approves consent calendar, accepts Noyo Harbor study and passes budget amendment adding REN funds

The Mendocino Council of Governments approved a series of routine and programmatic items during its meeting, including consent calendar approval, RTIP action, acceptance of the Noyo Harbor study, a midyear budget amendment and adoption of the 2026 board calendar.
An unidentified board member moved approval of the consent calendar and the board approved it by roll call. The board then moved and approved the Regional Transportation Improvement Program recommendation and forwarded the RTIP to Caltrans and the California Transportation Commission for the Dec. 15, 2025 submittal.
The board accepted the Noyo Harbor safety, circulation and access study after staff and consultants summarized public outreach and the substantive changes made to the draft (including elimination of a full road extension option and added pedestrian-safety analysis). Staff confirmed the full plan and summary of significant changes are in the packet and available on the MCOG website.
On the fiscal amendment, staff explained three components: (A) administrative and planning contract amendments already approved; (B) a recommendation to reduce State Transit Assistance allocations to Mendocino Transit Authority in response to lower-than-expected fuel-tax revenues (to avoid showing an overallocation in the budget); and (C) recognition of added Northern Rural Energy Network partnership funds totaling $320,203 through 2027, with $51,000 anticipated for use in FY25-26. The board approved the midyear amendment by roll call vote.
The board also adopted the 2026 MCOG meeting calendar (generally first-Monday meetings, with some months adjusted) and took a procedural motion to reconvene in RTPA role and ratify policy advisory committee actions. Several roll-call votes were recorded in favor of the listed actions.
