Racine Unified board outlines plan to gather community input to shape results policies

Meeting leadership said the outreach will ask a small set of focused questions about what residents want students to know and be able to do when they graduate.
"What is the portrait of a graduate that the community wants?" the meeting chair said as the board framed outreach goals. The chair asked staff to consult with Dr. Steech and staff member Stacy to draft question language and an engagement plan for review at the next governance meeting.
Board members proposed prioritizing five stakeholder groups for the process: families, students, business/community partners, elected officials and representatives of local colleges. Members urged concise, high‑level questions rather than open‑ended prompts to avoid off‑topic or venting responses.
Stacy, a district staff presenter, advised a mixed approach of limited in‑person events and digital outreach. "I would do a mix," Stacy said, recommending a focused window of engagement (three to four weeks) once questions and promotion are finalized to avoid audience fatigue.
Members discussed timing and agreed a realistic schedule would allow staff to collect and analyze responses by March if the board approves the draft questions and plan in January. The chair said they would bring sample questions and a draft outreach plan back to the governance committee; if approved there, the district would begin engagement with synthesis targeted for March.
The board emphasized that the results policy itself is brief and that community feedback will primarily inform the interpretations and measurable indicators that explain how the district will achieve those results. The committee instructed staff to produce clear guidance on how the feedback will be used and to avoid implying that the public will make operational decisions reserved for the board.
Next steps: staff will consult Dr. Steech, draft 3–4 core questions and an engagement schedule, then return the proposal to the governance committee in January for approval before launching outreach.
