Park and Recreation committee members presented a proposed improvement project for Honey Creek/Lisonbee Creek that includes new trails, a boardwalk with an 8‑foot width, a 24‑by‑24 elevated lookout pad, parking-lot paving and potential future pavilion and restroom space.
Staff said the total project budget, including contingencies and engineering, is about $817,000. A Department of Natural Resources grant will fund up to 50% of eligible costs capped at approximately $458,000; staff also reported $200,000 in village fund balance currently designated toward the project. Trustees discussed staging options (for example, bidding the boardwalk as an alternate) and asked staff to confirm whether removing or phasing the boardwalk would jeopardize DNR grant eligibility. Staff said they would research grant rules and return with recommendations; trustees directed staff to present budget scenarios and next steps at the next meeting.
Committee members emphasized connectivity to existing trails and accessibility: the boardwalk was designed at ADA‑compliant slopes with landings, and the plan preserves creek‑edge seating areas above the waterline.
