The Hammond Redevelopment Commission unanimously approved a series of motions Dec. 2, moving forward with property sales, consultant selections and operating contracts.
The body approved a purchase agreement with Sri Development LLC to acquire parcels at 5903–5923 Calumet Avenue for $150,000. Commissioner Tomage moved the approval and Commissioner Shelton seconded; the commission recorded a 5–0 roll call in favor.
The commission also approved Tarenga Engineering Inc.'s proposal to perform surveying, stormwater calculations, utility coordination and a subdivision plat for a roughly 1.5‑acre parcel south of the Florida Avenue development in Orchard Park at a cost of $15,000. Commissioner Tomage moved the motion and Commissioner Kubacki seconded; the vote was 5–0.
Under Resolution 2025‑17, the commission voted to approve an agreement with Purdue University Northwest to allow use of TIF funds for the city’s College Bound program. Staff said the commission allocates $1,100,000 each year from TIF to the program. Commissioner Myricks moved the resolution; the motion passed 5–0.
Staff presented and the commission received multiple consultant RFQs and RFP responses for projects tied to the Jacob Square Residential Housing Development Program and other redevelopment work. The commission received qualifications for environmental consultants, housing services, financial consultants, appraisers, a HUD/IDIS consultant, a redevelopment attorney and small business consultants and referred those submissions to staff for further review; the motion to receive and refer passed 5–0.
Two proposals were reported for the sale of 5009 Calumet Ave: 219 Development Services offered $681,187 in a forgivable format; G W Murphy offered $222,750. The commission voted to receive and refer both proposals to staff for review.
The commission also authorized staff to advertise RFPs for several parcels, including 6538–42 Calumet Ave; 1719–33 Indianapolis Blvd; 5244–46 and 5248 Hohman Ave; 475 Fayette St.; and 6433–39 Kennedy Ave. Each authorization passed by recorded vote, 5–0.
Operational approvals included awarding Meyers Snow Plowing Inc. contracts for multiple sites for the 2025–26 season (Hammond Sportsplex, Cube Sports Complex, SubPub, Windy City Pizza lot and a gravel lot on Hohman Ave) and approving a set of snow‑removal and salting contracts for three downtown buildings (5209, 5233, 5246 Hohman Ave). The commission also approved the register of claims dated 11/05/2025–12/01/2025 (claim numbers R67851 through R67979). All motions were recorded as 5–0.
Finally, the commission approved a right‑of‑entry agreement with Northern Indiana Public Service Company (NIPSCO) for work at 51 Digital Crossroads Drive, allowing NIPSCO to perform test holes, soil borings and related field work through Dec. 31, 2025.
The commission concluded the meeting with a motion to adjourn.
