After the budget hearing items, Finance Director Michelle Petrick presented lists of unpaid miscellaneous charges the city seeks to certify to Ramsey County for collection on property tax statements. Petrick said two properties paid after the packet was published, leaving a revised community‑development total of $8,160.51 and $22,567.61 in police false‑alarm charges. The council moved and unanimously adopted the resolution certifying those amounts for collection.
Later the council approved the consent agenda, which the city manager summarized as including payments of $912,761.35; a planned $59,600 replacement of the city campus electronic sign on Conner Road; a lawful gambling premises permit for St. Paul Firefighters Local 21 at the Burger Dive in Rosedale Mall; final payment and acceptance for the Tamarack Park Pathway project and final payment for the 2025 sanitary sewer mainlining project (both listed as final‑payment/acceptance items in the packet); a professional‑services agreement for dangerous/potentially dangerous dog appeals (Keith Streff) and receipt of the third‑quarter financial report. The council approved the consent items unanimously and accepted the two final payments and associated two‑year warranty periods.
The council also appointed Council member Strachan to serve as the council representative on the civic campus final‑design stakeholder group by unanimous vote. City Manager Pat Trojgan said the stakeholder group will include three neighborhood representatives, a VFW representative and members from five city commissions and is expected to meet three times between January and April to advance final design work.
City staff told the council they intend to go into closed session at the next meeting to consider a potential offer to purchase 1145 Woodhill (the VFW property) related to the civic campus project.
