Groves — The Groves City Council administered oaths of office Nov. 10 to newly elected council members and completed routine organizational items, including election of a mayor pro tem and a staff report about a planning grant.
Mark McAdams took the oath of office on the record: "I, Mark McAdams, do solemnly swear... that I will faithfully execute the duties of the office of City of Groves council member for Ward Number 1..." Charles Challette likewise recited the oath for Ward 3. The council then moved to elect the mayor pro tem for the upcoming year; following the council's customary rotation, Council member Gay was nominated and elected as mayor pro tem by unanimous 'aye' vote.
City staff also announced the city had received word the application for a comprehensive plan had been approved for $250,000. Staff said the planning process will start after the first of the year and that the next step is approval of a contract with the state, likely to come to council in December.
The council presented a token of appreciation to 'council member Pete' for his service to Groves (noting years of service and fire-department work) and heard a public comment from Charles Gillette (2900 Rose Avenue) reiterating thanks for Pete's service.
On routine business the council approved minutes from Oct. 20 and Oct. 27, 2025, and approved the Nov. 10 invoice list. The meeting adjourned at 5:34 p.m.
