Monona — The Monona City Council on Dec. 1 approved an amendment to the police department’s vehicle pursuit policy to add the grappler device as an authorized intervention tool.

Police leadership said the device would take roughly six months to procure and deploy, and noted consumable components (straps or related parts) may require replacement after each deployment. The chief told council the city has funds in the current operating budget to purchase the device and covered routine replacement costs for small numbers of deployments, but would return to council if large-scale purchases were needed.

Council asked about training and warranty coverage. Staff said the department will provide training for officers and that certain tire-deflation devices are covered under manufacturer warranties for replacement spikes; the grappler’s per-deployment consumable costs were described as a material consideration but manageable within current operating funds for limited use.

During discussion, the chief noted there had been no notable public feedback through the city’s web channels or social media about the proposal. Council voted in favor of the policy amendment by voice vote.

The change amends department policy rather than city ordinance; staff said they will provide updates on procurement timing and training plans.
