Sylvania City Council on Dec. 1 approved a package of ordinances to move a multi‑intersection roundabout project forward, approving an ODOT Local Public Agency (LPA) agreement, accepting a DGL Consulting Engineers proposal to design the project for $383,531, and authorizing a consultant agreement that outlines invoicing and compliance requirements.
Public Works Director Shaw told council the $383,531 engineering contract “is covered by ODOT” and “All of it just is basically us administering the project and the checks are cut by ODOT.” He said the project’s safety funding makes the engineering phases effectively cost‑neutral for the city. Shaw also described the local‑let approach—municipalities do the work under ODOT oversight—which can unlock more grant funding and faster project delivery.
Council approved ordinance 134‑2025 (ODOT LPA agreement), ordinance 135‑2025 (DGL design proposal) and ordinance 136‑2025 (consultant agreement) as emergency measures by voice vote. Shaw said the city will additionally apply for Ohio Public Works Commission (OPWC) funds to help cover the city’s share of construction costs; he noted roughly 10% of construction costs may fall to the city and OPWC can help offset that portion.
Shaw and council members also discussed traffic modeling and spacing between roundabouts; Shaw said there is no fixed minimum distance for roundabouts and the consultant’s traffic modeling will assess performance and lane needs. The council indicated it will see further contract and funding approvals as the project progresses through design and right‑of‑way phases.
