Committee advances $4.8 million IT year-end fiscal for new property tax system, GIS updates and digital services

An information-technology representative presented Proposal 3-30 to the Admin & Finance Committee on March 29, requesting roughly $4.8 million in additional appropriations to support a new property-tax system, GIS updates and several digital modernization projects.
The presenter said the request includes about $515,000 from the Enhanced Access Fund and just over $4.3 million from the county general fund. He told the committee that the city selected a new property-tax vendor, XSoft, after a request-for-proposals process and that most of the appropriation will pay for licenses, software and initial installation of that system.
On mapping and addressing, the presenter described a $500,000 parcel fabric and Esri address data-management initiative intended to improve address-based routing and parcel accuracy for internal systems and public services. He said the work will make downstream systems, including the new property-tax management platform, more valuable to residents.
The presentation included $380,000 to relocate or accommodate city fiber where the Indigo Blue Line is routed, and several Enhanced Access Fund items: DotMaps ($150,000) to improve permit and right-of-way visualization, DocuSign (first-year $125,000) to replace an aging forms workflow and improve website accessibility, OpenGov contracting ($125,000) to integrate procurement and contracts with a public portal, and Preservica to replace FileNet for long-term records retention.
After a short Q&A and light committee discussion, a member moved the proposal to the full council with a do-pass recommendation. Another seconded; Chair Frank Mascari called a voice vote and members answered 'aye', advancing the proposal by voice vote. The presenter said he would follow up on accessibility and technical integration questions outside the meeting.
