Recorder asks to invest funds, use interest for property-fraud and veterans outreach

Marion County Recorder Faith Kimbrough told the Metropolitan and Economic Development Committee Nov. 17 that she seeks approval to invest recorder office funds in an interest-bearing Indiana trust account and use the interest to pay for nonpolitical outreach and education in fiscal year 2026.
"We are just looking for approval of our sworn statement to basically invest some funds into an Indiana trust account and use that interest money to pay for nonpolitical billboards, radio, and TV ads for property fraud and veteran honors publicity," Kimbrough said. She and Chief J.R. Reiter said the outreach is intended to help the recorder—s office educate roughly 1,000,000 Marion County residents about services such as recording DD-214 military release papers at no charge.
Councilors asked practical questions about the move. Councilor Brianne Delaney asked where the money had been held previously; Kimbrough replied the funds were simply "in our fund" and that the change puts the money in an interest-bearing account. The presentation noted the interest earnings will be used only for nonpolitical public-education efforts and veteran outreach.
The committee moved, seconded and approved the recorder's sworn statement and request to use interest earnings for outreach in a voice vote.
Next steps: recorder office staff will proceed with the trust-account arrangement and follow county finance procedures; the committee did not alter the outreach scope presented.
