The Lorain County Board of Commissioners on Dec. 2 adopted an economic development plan to support a proposed Eaton Township tax-increment financing district, a move county staff said is necessary before a formal TIF agreement is presented.
County staff described the work in an exhibit to the TIF: a turn lane from Route 82 with associated curb cuts, a turn lane from Route 57, ditch improvements and a sewer master plan to benefit parcels included in the district. Staff added the school board has already passed a supporting resolution and the township trustees waived a 30-day right to accelerate consideration.
Why it matters: county officials said the improvements are intended to ease traffic and add sewer infrastructure for new residential development. Staff said the TIF-backed work would be paid by taxes generated by new construction rather than general-fund dollars; commissioners said the plan is intended to reduce localized safety and infrastructure problems.
Concerns and public input: during public comment earlier in the meeting, Brian Baker of Brownhill Township asked how the tax split would be allocated between the schools and Eaton Township and urged inclusion of contingency language to protect taxpayers if property-tax revenues decline. “A TIF is totally dependent on property tax… So what is the contingency that is built in any of these TIF agreements?” Baker asked.
Commissioners and staff discussed the longer-term budget implications for school districts and other local governments, and staff referenced prior and nearby development when explaining the need for infrastructure. One staff speaker noted the plan supports an anticipated large development and said it could involve about 712 new homes.
What happens next: staff said the TIF ordinance and exhibit B (the detailed project list and costs) will be presented in subsequent meetings; the board’s action adopted the required economic-development plan so the formal TIF agreement can proceed to later consideration.
