Cache County and the Cache County Fire Protection District presented an interlocal agreement and related bylaw changes to begin a transition from an appointed/combined structure to an elected, five-member fire district board. The council voted to adopt Resolution 2025-45 approving the interlocal agreement, then moved to adopt Resolution 2025-46 authorizing change to an elected five-member board (four seats representing council districts outside Logan plus one at-large seat). The goal of the timeline is to align with even-year special-district elections (2026, 2028) so that a new board could pursue taxation in 2027 with first revenues expected in 2029 if the process is completed. Council members asked for a redlined comparison to the prior interlocal and details on timing and board composition; staff committed to provide redlined language and follow-up for ratification at the next fire board meeting.

Chief George and council members emphasized the equity objectives of the change (addressing disparate funding and volunteer shortages) and acknowledged that district formation and taxation decisions will require public notice and election steps.
