The Elkhart City Council approved Resolution 25‑R‑39, authorizing the transfer of $78,000 from the motor-equipment category to the full‑time personnel services account. Commissioner (Zeus) said the transfer is covered in part by a trade-in value of about $90,000 for a paint truck and that the transfer covers expenses "from now till the end of the year." The measure passed by roll-call vote, 8–0.
Two collective-bargaining resolutions — 25‑R‑40 (the contract with the Indiana Fraternal Order of Police Labor Council) and 25‑R‑41 (the agreement with AFSCME Local 484) — were moved and tabled by council motion. No substantive bargaining terms were discussed on the floor during the meeting.
The council also read an ordinance to vacate a 25‑foot alley adjacent to 2709 Whipple Avenue and indicated it would be passed on second reading if there are no objections. An executive session on contract negotiations was scheduled for Dec. 15 at 5:00 p.m.
