LAFCO appoints 2026 chair and vice chair; commissioners report on CALAFCO conference and legislation

At the Nov. 19 meeting the San Mateo County Local Agency Formation Commission appointed its chair and vice chair for 2026, heard reports on the recent CALAFCO annual conference and received a brief legislative update.
Staff described customary rotation practice for the chair and vice chair positions and asked the commission for appointments. The commission moved, seconded and approved the appointments as stated on the record (motion passed unanimously on roll call).
Rob Bartoli summarized the CALAFCO conference in San Diego, noting sessions on city incorporations, disadvantaged unincorporated communities and local government reorganizations. Commissioners who attended described the conference tone as more positive and said it provided useful regional perspectives.
On legislation, staff reported that the governor approved SB 777 (abandoned cemeteries) and SB 707 (open meetings and teleconference requirements) and vetoed SB 5 (enhanced infrastructure financing districts and community revitalization areas).
The meeting concluded with staff distribution of the county crop report and brief commissioner remarks; Chair adjourned the meeting at approximately 3:36 p.m.
