Plan Commission approves McDonald’s secondary plat on South Rable Avenue with engineer caveat

The Anderson City Plan Commission on Oct. 28 approved petition 16-25, a secondary plat that would create Lot 1 for a McDonald’s on South Rable Avenue, by a 6–0 roll-call vote. Staff recommended approval but read an email from Mr. Matt House noting that the drainage design for the site is not complete and that utilities and driveway/access arrangements must be confirmed before final recording.

Micah presented the staff report, describing the parcel as a vacant 1.35-acre site in the 1400 block of South Rable Avenue north of the main post office. He read portions of an email from Mr. Matt House that said "the drainage design is not completed" and listed three items the engineer wanted noted for the record: utilities, drainage, and the road network/access.

Timothy Higbee, the land surveyor who prepared the plat for the petitioner, told the commission, "I come to you just to ask for the approval of the final plat," and explained his role is preparing plats rather than completing engineering for parking and drainage. Commissioners and staff emphasized that approval is contingent on resolving the engineer’s concerns: if drainage or utility work requires changes to the plat, the petitioner would need to return to the commission for amendments.

A commissioner moved to approve the secondary plat and the motion passed in a full roll-call vote, 6–0. Staff said the approved plat will be forwarded to the Board of Works (Board of Public Works) for acceptance of covenants, dedications and easements, and directed the petitioner to coordinate final engineering with the city engineer prior to recording.
