City Utilities committee recommends multiple water projects and a SCADA migration

Eric Rupert described S25-10-04, a professional services agreement with Phoenix Consulting LLC for SCADA migration (work package 2) at a cost not to exceed $586,520, funded by Water State Revolving Fund (SRF). The scope covers migration of control and operator interfaces (sludge removal, UV, filters) to a new Ignition platform; staff said tasks are scheduled to be completed by September 2026.
Rupert also presented construction-contract recommendations: a Tract 6 South Water Main replacement with Fox Contractors ($829,063) involving about 3,000 linear feet of 2‑ and 6‑inch pipe and an expected completion of March 2026; a Tract 6 North Water Main replacement with KLS Underground ($4,928,967) installing approximately 17,000 linear feet of mixed-size main with a November 2026 completion; and a Batch Lime Slaking System Phase 2 at 3 Rivers Filtration Plant with Wagner Minert LLC ($1,570,285) to replace aging equipment (substantial completion Oct. 2027).
Staff said many of the lead-service replacements qualify for reimbursement through SRF and that directional drilling will be used to reduce impacts. Each item was moved, seconded and received committee due‑pass recommendations.
The committee recorded unanimous or near‑unanimous due‑pass recommendations and the items will proceed to the full council and Board of Public Works for contract finalization.
