Committee recommends signal and pedestrian upgrades at Paulding and Hessencastle

The committee recommended an ordinance to approve a construction contract for traffic-signal and pedestrian infrastructure at Paulding Road and Hessencastle Road.
Traffic Engineer Philip Brass told the committee the improvements include four signal heads to provide protected left-turn phases for all legs, ADA‑compliant pedestrian push buttons and ramps, a video‑based vehicle detection system, a new controller cabinet and replacement of corner curb ramps. Brass said crash history at the intersection shows an increase in crashes with more than 60% being left‑turn or right‑angle collisions; the protected left‑turn phase is intended to reduce that crash rate.
The ordinance lists a total cost of $357,629 and a completion date of May 29, 2026. A motion to recommend passage was made, seconded and the committee recorded a unanimous due‑pass recommendation.
