City Manager Bartlett told the Nov. 24 City of Geneva council meeting that crews are working to get West Main open for winter traffic but that weather and an earlier-than-expected closure at the asphalt plant have prevented final pavement for one section west of Lockwood. Bartlett said crews will place an intermediate pavement in most areas so the road can be open for winter, and that the unfinished section will be completed in spring when final paving is possible.
"First and foremost, we have paving crews out today," Bartlett said, and later explained that because the asphalt plant closed earlier than expected, the project team decided not to rip out and rework one section now and will return in spring to finish final paving. He said the intent is to have intermediate pavement in place so two lanes are passable for winter traffic.
During the public‑comment period, Penny Bauer Schiebel, owner of a downtown bridal store, said the construction directly in front of her business has eroded foot traffic and revenue over roughly 20 months. She told council she filed multiple requests for project records under the state FOIA process with an original due date of Oct. 21, 2025, and that as of the Nov. 24 meeting she had not received the records. She also said that, when she raised concerns publicly, a council member responded in a way she described as, "unless you have a better plan, your vision doesn't help, and that I should shut the hell up." The transcript records the allegation as raised by Schiebel; no council member replied on the record during the meeting.
City Manager Bartlett said staff and the construction manager will provide additional information and follow up with council and affected property owners about access and scheduling. Bartlett also tied West Main work to other downtown projects and grant-funded work, noting that the Depot Street storm‑sewer design (authorized by Resolution No. 3651) is linked to parking-lot and drainage improvements in the same general area.
The city is proceeding with interim traffic patterns for winter and plans to finish the final pavement and remaining concrete work in spring when the asphalt plant schedule and weather permit. Residents and business owners seeking records or clarifications were told to follow up with city staff for specific answers about access and timing.
