The Greenwood Parks & Recreation Board on Dec. 2 approved a series of contracts, sponsorships and equipment purchases needed for park operations and upcoming events, including a special-purchase determination to authorize up to $62,751.35 for replacement filter media at Freedom Springs Waterpark.
The board approved a fireworks-production agreement for the Freedom Festival scheduled for June 27 with Rising Radio Partners/Corn Country; a five-year corporate sponsorship with Indiana Sky Group for the Greenwood Field House at $6,000 per year (total $30,000); and a $4,000 sponsorship from a local plumbing company for one city dog park. It also approved multiple equipment purchases: seven UHF radios and accessories from ERS Wireless ($10,290.60), cabana covers and related pool furniture from Pool Furniture Supply Company ($27,542.64), water-park tubes, and 18 new cushions from Summer Classics (about $14,289).
The board approved resale/concession agreements allowing Jersey Mike’s to sell subs at Freeman Springs and Green Towers Park (transcript reference includes a per-item $20.26) and a resale agreement with Chicago’s Pizza (Greenwood franchise) for Freeman Springs concessions.
Procurement action for Freedom Springs filtration media drew extra attention. The board first discussed a services agreement with Landmark Aquatics to remove old sand media and install new media in pool filters, noting the contract amount had risen from an earlier figure to roughly $62,000–$62,751. The board then voted to revoke its prior approval and adopt a special-purchase determination under Indiana procurement code to authorize the purchase and installation not to exceed $62,751.35. Parks director Rob Taggart (identified in the meeting) presented the special-purchase rationale, saying the proposed action “provides the opportunity for savings to the parks and recreation board pursuant to Indiana code 5-22-10-5.”
Separately, the board approved a $19,912.50 contract with Superior Ground Cover to supply 450 cubic yards of engineered wood fiber as playground fall-protection surfacing.

Board members and staff described many of the items as routine maintenance, partnership opportunities, or annual replacements. The board asked questions about vendor origins, expected service life for cabana materials, delivery schedules and whether radios and accessories were waterproof or rechargeable; staff confirmed warranties, waterproof guards for radios and that vendors had committed to delivery timelines.
The board moved each item on individual motions and recorded voice votes for each. Where exact dollar amounts were discussed, they are reported here as stated in the meeting record.
Next steps: Staff will finalize contracts and proceed with purchases and installations; the special-purchase determination and related procurement documents will be finalized by the legal department as directed by the board. The meeting adjourned with seasonal greetings from members.
