A staff member presenting the resolution said the declaratory resolution “approves the work, the projects planned, and the bonding amount” and described the board’s authority under Indiana code to authorize bonding at this level. The staff member said the resolution lists phase 1 and phase 2 projects and sets a public hearing for Dec. 9, 2025, at 7 p.m. The staff member also described a subsequent confirmatory resolution and bond ordinance to be voted on after the public hearing.
