HARNETT COUNTY, N.C. — The Harnett County Board of Commissioners on Dec. 1 approved a series of consent-agenda items and completed its annual reorganization, county staff recapped.
Desiree Patrick, summarizing the meeting, said the board approved meeting minutes for November 2025 and adopted a Parks and Recreation greenway feasibility study intended to aid future funding opportunities and guide future trail design and construction. "The board approved the following action items during the consent agenda," Patrick said.
The consent agenda also included several requests from Sheriff Coats that were approved: entering into a memorandum of understanding with Homeland Security investigations; an agreement with Cornerstone Detention Products to upgrade the detention-center and sheriff's-office video surveillance and the associated budget amendment; a three-year extension of the contract with Paytel Communications through Dec. 3, 2029; and the surplus of certain weapons.
The Harnett County Public Library was authorized to accept a bench and plaque donation honoring Paul Green and to apply for (and accept if awarded) a State Library of North Carolina continuing education scholarship grant in the amount of $2,500 to send a librarian to the American Library Association annual conference. The board also completed the official review of bonds for county officials per General Statute 58-72-20, as recapped by staff.
After a short recess, the board reconvened for reorganization. Eddie Jaggers was selected as chairman and Matt Nickel was selected as vice chairman, both outcomes recorded in the meeting recap.
A public hearing was held on a text amendment to the Harnett County Historic Preservation Ordinance. According to the recap, no members of the public spoke during the hearing and the amendment was approved.
The board considered appointments to the Harnett County First Responders Advisory Committee and approved a motion authorizing the chairman to sign contract amendments that exceed the county manager's threshold signature. Commissioner Jaggers also mentioned forthcoming changes to the public comment period; the recap did not provide details of those changes.
Three citizens provided remarks during the public comment period, the recap notes, but those comments are not summarized in the recording transcript. The meeting did not go into closed session.
The county provided a link to watch the full meeting and announced its next meeting will be Dec. 9 at 9 a.m.
Actions recorded in the meeting recap did not include vote tallies or the names of motion movers and seconders. Where the transcript did not include additional detail (for example, wording of the historic-preservation text amendment or the specific weapons to be surplused), those items are described here as "not specified."
