At its final meeting of the year the Santa Ana City Council approved multiple routine and policy actions.

Consent calendar: Council approved the consent calendar (Items 5–37) with six affirmative votes and one absence; Item 18 was pulled for separate discussion.

Regional homelessness MOU: The council approved a Memorandum of Understanding with Orange County and neighboring cities to coordinate outreach and housing services; staff said county staffing is allocated regionally and the MOU allows jurisdictions to perform reunification to family in other areas as appropriate. Vote recorded as passed (motion by Concejal Bacerra, second by Concejal Hernández).

Vector Control nomination: Vice Mayor Vázquez was nominated and unanimously approved to serve a two‑year term on the Mosquito and Vector Control board.

Building and fire codes: The council adopted a resolution to incorporate updated California building, residential and fire codes with local amendments and authorized introduction of an ordinance for first reading. The public hearing for the ordinance is scheduled for Jan. 20, 2026.

Ceremonial street naming: The council unanimously approved a resolution to ceremonially name the intersection of Fifth and Holly as Felipa & Juan Sariñana Way following family testimony about the couple’s historical restaurant and community contributions.

Ending: Staff will return on the scheduled dates for the public hearing on code changes; the MOU and nominations are effective immediately per council direction.
