During public comment local artists raised urgent concerns about recent contracts the city distributed to artists and contractors. Artist Alicia Rojas and others said three contracts from Earth Cent Culture included language that would require artists to "exentemos los derechos de protecciones" — effectively asking artists to waive rights and allowing removal or destruction of murals, including on private property. Rojas tied those clauses to past removals, saying the process lacked sufficient notice and communication with artists.

Speakers asked the council to direct the city manager and city attorney to rescind or correct the contracts and to develop a clearer policy for public‑art preservation, including procedures for contracting, notice to artists and funding for maintenance and restoration. Artists also said the department’s communication failures — late responses to emails and inconsistent contract drafts — have eroded trust.

Councilmembers acknowledged the concerns. Several members asked staff for a meeting with artists and for better internal review processes; the mayor and council asked to schedule follow‑up discussions with the arts office and to revisit procurement language to avoid asking artists to surrender rights. Staff agreed to coordinate with the manager and attorney to review contract language and report back to the council.
