Zach Jackson, Carmel’s CFO and controller, told the council the city received Community Development Block Grant (CDBG) reimbursement dollars totaling $429,272 that fund stormwater and sidewalk improvements in the Almond and Newark neighborhoods. Jackson described the item as an appropriation of already-awarded grant dollars into the local road and street fund so the projects can be closed out and the reimbursements recorded.
During the public hearing on the appropriation, no residents spoke. Jackson and project staff (Brad) clarified the grant paid for ditch and sidewalk work on Almond and that the project in its current iteration is complete, with a possible third phase under review. The council voted to suspend the rules, act on the ordinance this evening and approved the appropriation; a companion resolution transferring $429,272 from the grant fund (900) to the local road and street fund (202) was approved later in the meeting.
Why it matters: The CDBG funds pay for neighborhood-level infrastructure for stormwater and pedestrian accessibility in targeted neighborhoods and are typically routed through county/HUD channels. The appropriation completes the local accounting steps allowing the city to match reimbursement to capital work already performed.
