Goshen Planning Commission adopts rule changes to allow electronic participation with advance notice

The Goshen Planning Commission voted Oct. 21 to adopt amendments to its rules and procedures that formalize electronic participation and impose advance-notice requirements.
Staff told the commission the redline updates include a requirement that participants "requesting notification of staff no later than 1 week prior to date," and that the commission would incorporate full resolutions as references. Staff also said the rules will require tracking the reason a member participates electronically and that "even if 1 person is participating electronically, it's [a] roll call vote," a practice used during COVID-era meetings.
The changes drew a brief exchange on quorum and wording. When a commissioner asked whether a quorum must be present physically, staff answered, "Yes." Another commissioner queried why Exhibit B used the phrasing "Goshen City advisory plan commission" rather than "Goshen Planning Commission;" staff said the language in the exhibit is a wording check.
Commissioner Jim Wellington moved to adopt the proposed amendments, and Tom Holzinger seconded. The motion carried on a recorded voice vote of the commission.
