The Goshen Common Council voted Nov. 17 to accept an updated financial report summarizing the city’s position through Oct. 31, 2025.
Councilor Peel reviewed a narrative and numbers prepared with consultant Jeffrey, noting the city began the year with a cash balance of $105,500,000, had received about $44,350,000 in revenue and spent about $54,140,000, leaving an un‑reconciled balance of roughly $95,700,000. Staff cautioned the reconciliation was not complete and some deposits may still be added; in particular, larger distributions for Local Income Tax (LIT) due in November and property-tax distributions arriving later in the year typically make October reports appear artificially low.
On expenditures, staff said most funds are within expected ranges, with seasonal spikes where appropriate (for example, cemetery mowing and some higher activity in an unsafe-building fund). Some grants and transfers (for environmental resilience and opioid-settlement expenditures) account for atypical activity in particular funds; capital and infrastructure funds such as stormwater and certain TIF funds showed tighter spending caused by project delays.
Councilors thanked staff for the narrative summary and approved the report by motion and unanimous vote. Staff indicated future reports will include reconciled numbers and that narrative summaries were useful for council review.
