Speaker 6 said the contract follows INDOT (Indiana Department of Transportation) guidance for negotiated labor rates with direct costs billed at cost; the contract appendix outlines labor rates. He also noted two substantive clarifications in the redline version: (1) requirements about when photos must be taken for inspection and (2) that notices may be sent by city email and mail per the consultant's request. Speaker 6 asked the commission to approve the redline version of the contract; commissioners moved to amend the packeted document to reflect the redline changes and approved that amendment by voice vote 4–0.

Speaker 6 clarified the contract term: it is a three-year contract. The first year, "26," will focus on utility relocation with limited on-site inspector presence; full construction engineering and inspection will ramp up in 2027 and continue through the end of the 2028 season. After the amendment passed, the commission approved the contract as amended by voice vote 4–0.
