The council approved separate resolutions directing publication of notices of intent to issue certificates of obligation to finance water‑system improvements, including Hilltop Water Treatment Plant upgrades, a new raw‑water intake structure, pump stations and transmission lines.
Staff said the city applied for approximately $77.5 million through the Texas Water Development Board (TWDB) State Revolving Fund loan program. Of the requested amount, staff said $10 million would be forgiven as a federal grant, leaving roughly $59 million of project financing identified by staff; the council authorized publication for an initial issuance of up to $49,000,000 and a related authorization for up to $20,000,000 (staff also referenced seeking up to $21,000,000 to cover transaction expenses in discussion).
Staff described preliminary financing assumptions: the larger tranche was described as a roughly 42% taxable / 58% tax‑exempt split with 30‑year maturities and estimated interest ranges (taxable portion roughly 3.16%–4.85%; tax‑exempt portion roughly 1.66%–3.35%). Staff said the second authorization would be 100% taxable at an estimated rate near 5.25% and that both publishings will appear in the Weatherford Democrat on Dec. 6 and Dec. 13 with a 46‑day posting period required by state law.
Council conducted roll‑call votes on the resolutions. For the $49 million notice, roll call recorded ayes from Mayor Johnson, Al Kelly, Lynn Mitchell, Jonathan Rusher, Charles Ramsey and Beth Watson; Mike Rankin was noted absent. Council then moved and approved the related notice; staff said closings are expected in early February with TWDB closing shortly thereafter.
