Spokane County approves three limited-access road petitions to curb trespass and nuisance activity

The Spokane County Board of Commissioners unanimously approved staff recommendations to designate limited access on three road segments after public presentations and one public comment in favor.
County Engineer Matt Sericore summarized the petitions. For Camelini Road, Sericore said the adjacent landowner petitioned to gate a stretch between Dartford Drive and Highway 395 because he owns the adjacent parcels and staff “do not oppose the limited access status for this roadway.” Damiano Seghetti, an adjacent landowner, testified in support, describing recurring dumping, bonfires, fireworks and a November 2024 fire on private property and asking the commission to approve the petition to limit that activity.
Sericore then presented a similar petition for Gray Road, where staff noted inappropriate access across private property and recommended limited access while preserving public use of an adjacent day-use parking lot. Finally, staff described an unopened, unmaintained right-of-way in Plat Mary Mae Estates near Cheney where adjacent owners requested closure to eliminate shortcutting and trespass; Sericore said there is no current or intended public access to the road and recommended limited access.
After presentations and the single public speaker on Camelini Road, commissioners moved and voted to accept staff recommendations for all three petitions; each motion passed unanimously. The county provided no changes to public-use areas Sericore said should remain open, and commissioners recorded the votes on the record.
The actions will allow the county to pursue gating or other access controls on the three specific segments described in staff filings; county staff will implement the decisions and follow standard procedures for signage, enforcement and any necessary permitting.
