The meeting resumed after a closed executive session on threatened litigation related to the proposed relocation of Sunray Park and Casino. In open session, staff presented Resolution 25‑26‑40 to authorize the sale of a five‑acre tract adjacent to 4500 Wildflower Mesa Drive in Farmington. Speaker 7 asked the commission to approve the resolution; Speaker 6 moved to approve and the motion carried by voice vote.
The commission also considered bids for the new San Juan Water Commission building at 1601 Sunrise Parkway in Farmington. Miss Chapman, presenting central purchasing's review, said five bids were opened and, after applying the New Mexico resident preference, staff recommended award to B & M Silicin Construction Company as the low responsive bidder. "The award will be for a lump sum base bid amount of $3,675,000 plus NMGRT of $300,890.63, for a total amount of $3,975,890.63," Miss Chapman said. A commissioner moved to award the bid and the motion carried by voice vote.
Devin Neely, the county's public relations manager, presented the proposed 2026 holiday schedule and noted the draft follows New Mexico statutory guidance with a few local exceptions, including observing Good Friday on April 3, 2026, and Independence Day on July 3, 2026. The commission adopted Resolution 25‑26‑35 by voice vote.
Speaker 7 explained a housekeeping change in detention operations: facilities adopted separate ADA grievance procedures and on‑site ADA coordinators to handle complaints more quickly than routing all matters through the county's central ADA coordinator. "So staff asked the commission to ratify the grievance procedures implemented by the facilities," Speaker 7 said; the commission voted to ratify the procedures.
All listed measures passed by voice vote; the record does not include a roll‑call tally. The commission did not report any dissents during the meeting.
Next steps: staff will proceed with the sale closing as authorized by Res. 25‑26‑40, coordinate contract execution and oversight with B & M Silicin Construction on the water commission building, and implement the facility ADA grievance procedures as ratified by the commission.
